Description
Rosco MTA-H, MTA 2002 Service Manual – Factory Data for Street Flusher Repairs

Hands up if you’ve ever wasted a Saturday because some aftermarket manual told you the wrong hydraulic fitting torque. I’ve seen it – stripped ports, leaks that won’t seal, and a customer who’s now convinced you don’t know what you’re doing. That garbage doesn’t happen when you work from the factory document. This Rosco MTA-H, MTA 2002 Service Manual is the same 54-page binder that rolled out of Rosco’s own shop in Denver, North Carolina. It’s the real deal – not a copy of a copy with blurred torque specs.
I’m Mike Callahan, 28-year ASE Master. I’ve been under enough street flushers to know that skipping the safety section is how you get a hydraulic line in the face. This manual has the whole Section 2 – Safety, with decal locations and a sign-off form that any shop foreman would appreciate. Page 4.9 has the hydraulic fitting torque chart. Page 4.10 the bolt torque chart. Both in imperial units, both from the OEM. You want to torque a JIC fitting on a Rosco? That’s the page you need.
Why You Need the Factory Torque Chart (Page 4.10)
Aftermarket manuals love to give generic torque values that might fit a tractor but not a MTA-H hydrostatic unit. The bolt torque chart on page 4.10 is specific to Rosco’s fasteners. Grade 5, Grade 8 – it’s all there. I’ve used this chart to reassemble a MTA water pump without second-guessing. When you’re torquing head bolts or flange bolts on a street flusher that’s been in service for years, you don’t guess. You look at the factory spec.
Hydraulic Fitting Torque Chart (Page 4.9) – Get It Right the First Time
Hydraulic leaks on a street flusher mean downtime, lost water, and a mess. The chart on page 4.9 lists torque for O-ring face seal, JIC, and pipe fittings. It’s arranged by dash size. If you’re replacing a hose on a MTA engine-driven unit, you pull that number and hit it with a calibrated wrench. No guesswork. The manual also covers hydraulic fluid specs in Section 4 – page 4.8 tells you what viscosity and what brand (if you care about OEM). I’d rather see Chevron or Mobil than some mystery oil.
Safety Section 2 – Not Optional Reading
Look, I know you want to jump straight to the troubleshooting chart. But Section 2 has the safety decal installation and location diagrams (pages 2.7-2.11) that are specific to the MTA-H and MTA. If you’re replacing decals because the old ones faded, you need the exact placement. The manual even includes a sign-off form (page 2.8) – smart for shops that track training. General precautions cover PTO driveline, hydraulics, transport, storage, tires, refueling, and battery. Read it. It takes 10 minutes and could save you a trip to the ER.
Preventive Maintenance Charts – MTA-H vs MTA (Pages 4.6-4.7)
Two separate charts in the same manual – one for the hydrostatic MTA-H, one for the engine-driven MTA. They list daily, weekly, monthly, and yearly items. Check hydraulic oil level, inspect hoses, grease zerks, clean the water tank screen. If you’re a municipality running a fleet of these, having the factory schedule in your hand means you can set PM intervals that match Rosco’s engineering. Don’t rely on the guy before you who wrote “change fluid when it looks bad” – that’s how pumps die.
Troubleshooting Section 5 – What It Covers
Section 5 is short but dense. It lists symptoms – engine won’t start, water pump won’t prime, hydrostatic drive slips – and gives the probable cause and fix. I’ve used it to trace a no-flow problem on a MTA-H to a clogged suction strainer. The manual doesn’t waste words; it tells you what to check in order. That’s real troubleshooting, not a list of every possible failure.
Operational Differences: MTA-H vs MTA (Sections 3.6-3.20)
If you’ve only worked on one model, the other can trip you up. The MTA-H uses a hydrostatic drive; the MTA is engine-driven with a PTO. Starting procedure, valve operation, flushing pattern – they’re different. Section 3 gives separate walkthroughs. For example, the MTA-H has a pressure relief valve adjustment that’s not present on the MTA. If you turn the wrong screw, you’ll over-pressure the system. The manual shows exactly which knob to touch.
A lot of DIY guys think they can wing it because a street flusher is just a pump on wheels. That’s how you blow a seal and lose a weekend. This Service Manual is your insurance. It’s also useful for understanding the Manual Transmission if you’re dealing with a PTO driveline – the clutch engagement and gear ratios affect pump speed. And if you’re swapping a hydrostatic pump, knowing the Manual Transmission fundamentals helps you trace the power flow.
